Why is it over four times less affordable for non-EU students?

Does this Artificial Intelligence run Distributed Computing 

on a CAN (Controller Area Network) bus?

I also noticed and compared tuition costs for a university in my state and some other states as well.
Most are within a margin of twice the cost for an out-of-state student but certainly not over 4 times.

Perhaps Romania does not wish to attract out-of-country students.
