And just how may a computer algorithm be designed? 

Using explicitly programmed instructions, of course!  Including computer algorithms which allow computers to learn on their own. For example, modeled after a human brain and nervous system, an artificial neural network (ANN) may learn once trained.  A small ANN may even be programmed in PHP which is great fun.  However, the design still has to be explicitly programmed first.
