It is unlimited in the way that scene complexity is not a part of the cost of the method, from a bit of coder slight of hand, I dont think he gets resolution for free tho.
It is actually different,  I dont think hes a charlatan.

If somebody is interested in alternative 3d engines, beside presented point cloud, one might want to take a look at octree technology. Also provides "unlimited" detail, as it renders pixels only  at wanted magnification, regarding to distance to the camera.

Octree could be a method that is capable of raytracing in realtime. Pushing it further, I'd say it is capable even of radiosity in realtime. It all comes down to binary search where a ray is intersecting a 3d pixel in octree. Once we have an intersecting point, we can trace a few rays around the 3d pixel in order to get a low resolution illumination map, and there goes radiosity. In a case of transparent pixel, we refract the ray and send it further, to get the raytrace effect.

Although I saw some implementations, I didn't see the raytrace and radiosity versions implemented anywhere.

Yeh i guess your right,  that octrees do render things without (full) model complexity in the cost as well.
