The mask you apply in the software tells the machine which areas to repaint, the machine can still see what is under the mask, it uses this as a reference for the new re-painting, the mask does not delete the image under it.
In the first image above you 'whited-out' masked the image prior to giving it to the algorithm, so it couldn't see a face under the mask you then provided, hence no face was re-painted in the image.
In the second example it could see a face under the mask, so you got a re-painted face.
The algorithm uses a 'best match' approach taking information from both the original image and information learned from millions of similar/ other images... it does not re-imagine or understand the original image... its an 'intelligent' brush.

i tried another, it is a bit more forgiving. See it below.
Like GPT-2, it adds what comes with it based on what you give excluding the white-outs. However, it goes a step further and is 'told' 'there's a face there' or even tries to be close to it, and so it sorta seems like cheating cus how do we know now, no wonder the eyes were added back to the swim suit girl.

Its a 'intelligent' version of a clone tool, that brings in similar elements of other stored/ learned images as well cloning the surrounding pixels..

"Sorrounding pixels" can even work by itself.
I found that images repeat themselves alot in the scale invariance direction when I was doing some 2d->3d camera work.
