What is the little blue dot ?

This is a nice introduction video. It's like human trial and error. And pretty much the same way we learn to beat a level.

One thing - this learning is locked to the environment though yes ? I mean it learns that terrain and you couldn't pull it out of that terrain and drop it in another and expect it to navigate successfully ?
