If used in reference to locations/ vectors then…

‘Where’ is asking for a single vector/ location relative to other local landmarks or the viewers current location.

‘How do I get there’ is asking for a list of directions/ vectors starting from the viewer’s current location and terminating at the required destination/ location; with each listed vector relative to the previous one.

I was going to say Location vs Directions, but you've explained it nicer than I would have. O0
