It is amazing how much emphasis and enthusiasm can be placed upon a "guess".

Not meant as a slam again Mr. Hawking as he did possess a very gifted mind but letting the chips of another theory fall as they may, it like so many others still does little that benefits us as a species. At least not in the foreseeable future.
In the world of AI, it's the thought that counts!

You can download Stephen Hawking's and Thomas Hertog's paper for free here. It is some 14 pages long and it has a ton of formulas in it.

This paper is published as a part of "Journal of High Energy Physics". This is a common way to publish your work, in one of scientific journals. To make it happen, one's work is reviewed as anonymous work by three or some journal's employees. If two of them agree the work is really scientific work, they ask for your name and publish it. Anonymous approach brings in objectivity in the whole process, so your possibly appreciated name and degree don't have an influence on whether your work is being published. Sounds fair to me.

Otherwise, I saw some artificial intelligence journal(s) / site(s) where they require a payment to publish your paper, but I don't like that kind of industry.

I'm pretty sure those are peer reviewed papers, which means you need a peer before you can publish. Hawking obviously had a peer. There are places one can publish a paper without a peer, but they're not taken so seriously and get less views overall.

Usually this would be a university (Tutor/Adviser) most papers are requested as a part of your coursework.... as an alumni you can go and speak to past tutors. or your society affiliation.

But ; as we move into the future! producing a paper with reproducible results is enough to publish at online sources and let the online community be your peers... Often such sites as academia.edu/Google scholar etc... have your affiliated academic communities  watching and waiting for new information. once its out there its out!
