Being British I imagine they're assuming that the people on the target vessel will be sporting enough to not shoot at them with anything but cameras.

I don't know about you but I do own Level III and level IV body armor as well as quite a few fire arms inclusive of a Saiga 12 gauge semi-automatic shotgun...

The jet packs are limited to 10 minutes flight time because you can only carry so much fuel in a backpack. Though frankly, that's not bad.
