Happened across this site and after some reading, downloaded the DSpeech program. It worked flawlessly and allowed for SAPI 4 & 5 TTS voices. The program has a lot of nice features and it Does Not write to the Windows Registry!! I like that! There are no malware or viruses. Although it is Freeware, the author would accept any donations.

There are 5 (I think) other programs that are likewise Freeware and pretty useful! Give a look:
