To answer the question "Build"

And to reduce the cost get Windows 10 OEM. (if you want windows)

OEM is legitimate for own builds, on Amazon today I see it for £33.

Any doubts of it's legitimacy should be taken up with Amazon, please don't shoot the messenger :)
