  Yes this person speaking in the video is overly focusing his intelligent brain. And based on collective swarm logic, The other
part of the collective swarm is punishing this effect by burning more energy then the whole system should.
 The collective swarm by burning more calories by moving the hands and maybe later pacing
back and forth or jumping up an down when not on camera.
 The Swarm has lost control and is trying to bring hyper part into harmony with all parts.
 This anti reward, hand movement,  show how much farther human need and can evolve to from a more direct communication between a r sub parts.

 Some human brains, for some reason or another, can have tremendous brain focusing powers. And the anti reward caused by the other part of the swarm
can cause body harm, nerve damage or Locksuit effect. Like as in Dr  Hawkins or also this great mind:

 The collective swarm rules are if one part burns to much energy, being hyper, then the other part is going to get even by burning more energy. The system
start to break down into greed fight.
 The revenge on the hyper parts is to burn energy and or will cause also minor damage to the hyper part by the collective swarm.
 That is if the other part does not come into a balance with swarm whole.
Also, the judging point depends on the collective swarm parent. If a hyper group of the swarm  are using a behavior that exceed what their
parent could muster.
 If the whole swarm or body is not getting enough calories then then hand movement will have a much greater effect.
