This is an interesting video that some might not ever see in their country but it claims to save 2100 kWh per week!
Apparently, these lights can communicate with each other within the network.

There is some crazy thought that, like these lights lit up when a car is passing, the Universe lits up the environment when someone is watching. It would save a lot of processing power in underneath computer.

Maybe a similar situation to when you are not using your computer it can transition to a "sleep" mode, where the screen blanks and the hard drives stop spinning, or your cell phone's screen darkens when not in use.
The same underlying principle to save energy.
As long as the system works, it works.  ::)
