https://openai.com/blog/cooperation-on-safety/

I find it hard to believe their safety paper is more than 'be safe & cooperate'....that's gotta be a lot of useless information in there....

OpenAI is trying to set itself up as a governing body, they are trying to lay the infrastructure so that when legislation is passed they will be in the best position, and thus be appointed to control AI technology.

I feel this is a similar approach to the credit score companies, the principle of the credit score was invented to make money under the guise of helping the customer.

If appointed as some kind of a governing body, OpenAI would have access to all the latest AI tech, you wouldn’t be able to put anything out into the market unless they have seen/ tested it first.
