I'd like to create a generative TTS shoutcast radio stream of aggregated rss feed content.

Would there be a way possibly using a VPS installation of some open source TTS engine like Festival where perhaps one could use some server side scripting that could dynamically parse rss feeds and automatically read them? Or encode the speech to mp3 and archive the recordings and create a streaming audio playlist?
