The link below lists a lot of TTS reader software (at least 2, possibly 3 are Free).

It does list the UltraHal Text to Speech Reader as being Free but I don't think
that is the case with the current version.

The other 2 are Language Reader and Dspeech (both free).

Don't forget about the built in Narrator in XP (although it is MS Sam), it might
prove useful to the visually impaired.
